Delaware Heroin Possession Arrests

A Dover man was arrested Saturday morning on heroin charges after leading state police on a vehicle chase near Dover, police say.

Terrance A. Oliver, 29, was charged with possession with intent to deliver heroin, tampering with physical evidence, criminal impersonation, disregarding a police officer’s signal, resisting arrest, driving while suspended, possession of drug paraphernalia, and 19 assorted other traffic offenses, said Master Cpl. Gary Fournier.

The incident began about 11:15 A.M. on Bay Road (Del. 1), south of East Lebanon Road (Del. 10) in Dover where a state trooper saw a dark blue Crown Victoria fail to signal a turn west onto East Lebanon Road after exiting Del. 1.

The driver continued making unsafe lane changes before the trooper stopped the car behind the Wawa Food Market on Del 10.

The trooper collected information from Oliver and returned to his patrol car to check his driving record and then returned to the driver to find him speeding away, Fournier said.

The trooper got into his patrol car and gave chase by heading west on Del 10, crossing South State Street before Oliver made a U-turn and started driving east on Del 10.

At that point, Oliver headed south on South State Street where he continued to pass other vehicles then eventually turned west on Sorghum Mill Road through a red light and onto Voshells Mill Star Hill Road in a reckless manner, Fournier said.

The car next turned left onto Headstart Lane where Oliver began driving in a field behind Greater Life Christian Church.

It was then that Oliver jumped from the moving car, which crashed into a porch of the church. The structural integrity of the church was still intact, Fournier said.

When he tried to run off, the trooper used his stun gun to stop him.

Searching the area of the crash, troopers recovered 199 bags of heroin weighing nearly five grams that Oliver had tossed while he was running off, Fournier said.

At the time of his arrest, Oliver was in possession of $450 in suspected drug money.

Oliver was committed to the Vaughn Correctional Center in lieu of $35,514 secured bail.
